why is this important

There are some 1,050 Community Action Agencies (CAA’s) nationwide with funding and expenditures totaling in the billions of dollars with millions of citizens (adults and children) served and cared for. However, the accuracy and reliability of the financial statements and program statistics are not attested to or confirmed with consistency. There is no adopted or agreed upon standards of financial reporting (GAAP) for CAA’s, nor is there any comprehensive system of reporting of achievements in the various communities so as to compare and contrast the various levels of success in relationship to the dollars expended and efforts made.


While certain CAA’s are shakers, movers and doers, others are left with no empirical facts and data to learn and strive for. All will have a model to follow in excellence in reporting financial statements based on generally accepted accounting principles, tax reporting, affordable benefit plans, budgeting, proper internal controls and the specifics in reporting community achievements.


The program is specifically designed to encourage uniformity and consistency due to uniqueness of the industry. The CAA’s are estimated to be a $6 billion dollar industry. Therefore, comprehensive annual financial reporting is essential if government, the public and other funding sources are to be comfortable with the fiscal responsibleness of the CAA’s as a whole.


This program will be introduced to all federal, state and other awarding agencies, for acceptance and credentials.
